Title / Titel National Reforms in a Global Context: A Comparison of the Finnish and Swiss Vocational Education and Training Systems

Summary / Zusammenfassung Referring to current international education policy certain trends are identifiable to answer questions like: What is the best practice for the governance and steering of education systems. This is con-nected with aims like efficiency of costs and performance. Furthermore these global reform trends are reflected in terms like output-orientation, standards, accountability, assessments, equity, deregulation etc.
The overall aim of my PhD project is to analyze how national education systems are influenced by global reform discourses and if they are increasingly subject to converging developments as often is argued in literature. Furthermore there will be a focus on the impact of supranational organizations like OECD and EU on national education policy. The objects of the comparative research are Finland and Switzerland. The two countries have a very interesting point of departure. Both countries are members of the OECD, Finland belongs to the EU while Switzerland does not. In addition regarding vocational education and training, the two countries use different approaches: the Finnish system is mainly school-based; Switzerland has a mainly dual training system.
The comparative analysis at the macro-level of the educational and vocational education and training system focuses on decisions in educational policy and on steering processes of school to work transi-tions. Accordingly, the educational system will not be compared as a whole, but the research inter-ested lies rather on the important intersection of the general educational system and the vocational education system. This approach will allow us to draw conclusions for the both parts of the system.
Essential for analysis of the development of the Finnish and the Swiss systems (1970 – 2010) is a case study comparison supported by the process tracing method. The research focuses on the politi-cal actors in the policy field and tries to explain the relations among them. The relevant question is why actors behave the way they do. Particularly decisions in educational policy are analyzed using primary, secondary and “grey” literature. The findings are completed by qualitative interviews with actors and researchers in the field of educational policy and with members of relevant social groups like labor unions, etc.
