Summary / Zusammenfassung We have built up a unique data base to investigate the effects of introducing competition for the railway passenger market in Germany. This subproject reflects a long-term commitment to improve our understanding of the workings of competition in a sector where it is non-trivial to introduce. We are confident that our analysis will provide insights that are of interest beyond Germany and beyond the railway industry.

Lalive and Schmutzler (2008a) uses a difference-in-difference approach to compare the development of the frequency-of-service on those regional passenger lines in the state of Baden-Württemberg that were exposed to competition with the control group of lines that were not. Lalive and Schmutzler (2008b) use a simple probit analysis to clarify what kind of procurement auctions are likely to be won by the incumbent as opposed to market entrants.

Lalive and Schmutzler (2011) uses a semi-structural model in which the choice of procurement mode and the frequency of services are determined simultaneously. They use this to address endogeneity problems of the original analysis, and they use this analysis to all German passenger railway lines, which allows for the application of matching techniques and a clearer answer to the question of whether the stronger growth of frequency-of service on the competitive lines actually reflects higher efficiency vis-à-vis the non-competitive lines. Using subsidy data, they obtain a positive answer to this question.

Lalive et al. (2011) merge the data set with data on externalities from road transportation (accidents and pollution data) to show that improved public transportation alleviates these externalities.
