Summary / Zusammenfassung	The comprehensive data collection across all instances of Law Enforcement in the Cantons will yield to important improvements of the possibilities for evaluations that go beyond traditional crime trends or analyses of variance. Inserting police and court data into the model of Blumstein (1971) will permit to calculate different parameters of the functioning of the Justice system itsself. The usefullness of this comprehensive Blumstein model has been almost forgotten due to the lack of data that have to be inserted in order to make calculations for solving specific problems. According to this model, the effect of special prevention is calculated by the expectancy of the number of offenses commited by the most active recidivists and not by their rate of re-conviction. The expectancy is a hyperbolic function of the probability to re-offend (E=1/(1-p). Therefore, a small reduction of the latter variable can produce a very important impact in terms of reduction of the number of offenes to be committed. Weitere Informationen
